Once again, the Darned folk are striving to better eliminate the Community from the Clackamas County (In)complete Communities - Villages at Mt. Hood.
It seems that no one wants to play their game: they have two openings on the BOD, which would have been 4 but they snookered two newbies into being willing to be on it (they "volunteered" by not running away fast enough?)
So, rather than "solve the problem of community dislike, disrespect, avoidance, etc", they are, instead, trying to change the bylaws to:
They claim that, with 2 openings, they "can't get things done". They also worry that, with no one showing up at Town Halls, since there is nothing there of any importance or interest, the County might look at them a little more closely.
Of course, they also whine that "they don't have anything to do", "they need projects to work on", "people don't respect them", etc. They want anyone who wants to do good for the community to come and beg them for support. With no value to provide other than "control", all the projects that aren't simply quiesced, are keep hidden from "imperial entanglements".

The "damage" done by this is: now it will be easier for bullies, connivers, neer-do-wells, to get the BOD to "approve" things, spend County tax dollars and resources. It currently requires that 5 people agree to a motion for it to be "approved" as representing the Community. With the proposed change, it will only require 4 people and absolutely NO community input.
To insure this slithers through, the Darned folk are doing three things:
They weren't totally evil,
nor were they particularly virtuous,
but their incompetence, deceit, snake oil, and intimidation
made them the Villages of the Darned
