CPO SLAPP? Complete Communities tax money rip off?
It is all about "the pursue of other people's money"!

In the review of the issues of the Villages at Mt. Hood BOD, you noted that you had seen/experienced robust "differences of opinion" in CPOs and it was worked out.
I totally agree that in the CPO context, it is the forum to bring forward perspectives and opinions, even if they are "Last Settler" and NIMBY ones.

But you did not articulate the huge difference of the Complete Communities BCC Advisory Boards and most of the Planning Department CPO input:

=> The BCC has chosen to endow the Complete Communities Boards with
not only a small amount of $,
but also with the huge cost of a County Staff, including a full time "Liaison".

We started the Villages at Mt. Hood to operate like the CPO:
=> everything was donated, including minor amounts of County Staff time.

But the largess of the BCC has make the Complete Communities Boards into a cash cow and County staff tries to build it into a full time position, in high contrast to the CPOs. 

Staff time, $, alleged "community" support, etc.  Not only was the Chair of the Villages at Mt. Hood BOD able to expense ink for his personal printer, but has in his possession a laptop project, a screen, a sound system, etc which he has failed to return.

Like the "voice recorder" and the donated, by a professional sign maker, Town Hall signs have "disappeared", I suspect that the "Tax payer" equipment will be either unused or "loaned" out to friends in the "bar and toke" community.  Requests to return it will be answered "don't know where it is" or allegedly "broken and trashed".

Since there is no evidence the County Staff has significant "program management" skills, the obvious solution is very simple:
     -> make it the "community's" problem to fund the local Complete Communities!
Stop wasting $, staff time, attention on things that the Community won't pay for.

Avoiding gender discrimination, bullying, pocketing tax $, etc, should be charter and responsibility of the Complete Communities BOD.  And it needs to be relatively easy to "dissolve" it is folk don't like it.

=> to say "they are too stupid" so the "County must do it" is silly and seems focused on bureaucrat job security:
not gathering input on Community needs and issues.

Make it measureable and review yearly with dissolution being the penalty, and it will, likely, never happen (again).
Volunteers and folk who listen are great; bullies leeching on tax funds, not so much..

Folk participating in Complete Communities are very, very clever, as the Amphitheater project, the "Community center art", etc have shown.

The choice is the BCCs: continue wasting Tax $ on bullies and miscreants.

Or learn from Stafford and Beaver Creek that Complete Communities is to address "issues and concerns" of the Communities.
