Clackamas BCC Commissioner Savas:
At the October 4th BCC Policy Meeting on the Villages at Mt. Hood dissolution, you articulated the position that "democracy" and "will of the community" were important issues.
I view that these are outstanding viewpoints!
The problem is that Complete Communities volunteer organizations are "special" and rote application of macro approaches is less than useful.
This results, not "democracy in action" nor the "will of the Community", in bullying and grabbing for tax dollars in the rudest form.
The Complete Communities Town Halls are NOT an election.Â They can have votes to be a "majority of the attendees".
The State of Oregon has "elections" with rigid rules, the Town Hall is a gathering and attendance, or having non-attendance with unpublicized meetings in remote locations, is the key.
For example, in the Town Hall of May 2013, as best as I can tell with the lack of minutes, a total of 18 people showed up and Mr. Wilson was "elected to the BOD" with a total of 16 votes.Â There were 2 "none of the above", but how many elections do you know of where someone gets 100% of the votes cast to people?
This is not "democracy" nor the "will of the Community".Â There were no minutes, no record of the meeting, no nothing except Mr. Wilson showing up at the next BOD meeting.
Of course, this was the Town Hall right after the County was deceived and snail mailed me a "demand my personal property and toÂ shut up".Â Ask County Counsel Scott Ciecko about the May 2, 2013 letter distributed to the Community.
We elect the BCC to manage the county not kow-tow to bullies and liars.
=> Forming a Hamlet or Villages is easy - if you have community support.
